Metro Vancouver: Risk Awareness for Elected Officials

The Challenge

Metro Vancouver is a partnership of 21 municipalities, one Electoral Area and one Treaty First Nation that collaboratively plans for and delivers regional-scale services. Its core services are drinking water, wastewater treatment and solid waste management. Metro Vancouver also regulates air quality, plans for urban growth, manages a regional parks system and provides affordable housing. The regional district is governed by a Board of Directors consisting of elected officials from each local authority. Metro Vancouver approached The Procurement School in 2012 to prepare and deliver a condensed and focused procurement workshop for elected officials.

The Procurement School Response

Working closely with Metro Vancouver staff, The Procurement School customized a focused session to be delivered in one hour, tacked onto another meeting being held in Council Chambers at Metro Vancouver’s offices in Burnaby.   Loosely basing the presentation on the half-day Signature Seminar designed for executives  ‘Staying Alive in the Procurement Jungle’, The Procurement School adapted and tailored the session to provide both a high level overview of procurement principles, and to specifically address some of the risk areas and process considerations related to upcoming Metro Vancouver projects.  Approximately 50 people attended the session, held on November 30, 2012.

Proven Value

The session was a success, with many participants commenting how valuable the content was to their upcoming projects. The Procurement School then returned to Metro Vancouver early in 2013 to deliver two additional full day procurement training sessions for the procurement and contracting team. Metro Vancouver also continues to enroll in ongoing professional development with The Procurement School, regularly attending Webinars and enrolling staff in the PSPP.
